One should take note that the English language could be spoken and written differently, there is American English, British English, and Canadian English. Aside from that, Ms. Robinson also expressed that "Outsourcing is not simply about English language, but involves other aspects such as building international teams through developing cultural general and cultural specific skills".
Communication in an outsourcing deal should go beyond the language and should focus on overcoming the cultural barrier in outsourcing. A balance between the two is something which could pave the way for a successful outsourcing venture.
Interesting thoughts indeed.

I strongly agree with Ms.Robinson,if you look the the recent poll by Accenture of 200 U.S. business executives found they believed adopting cross-cultural communication training programs could increase productivity by an average of 26 per cent, hence cross-cultural understanding with cultural specific skills" is more important to this venture.
