New Outsourcing Hotspots

Political turmoil aside, the Middle East and North Africa are now exploring possibilities that they could be the next India in terms of outsourcing. I've previously explored this topic as more and more news articles are pointing out this possibility.
Take instance this news piece which also tackles the same topic. Here is an excerpt from the said news article:
Now, the Middle East and North Africa are elbowing into the race to host remote sales staff, service centers, tech support and the like, thanks to a favorable time zone, a multilingual work force and an oil-fueled investment and expansion spree. Companies also are attracted by some efforts by some governments there to diversify and liberalize their economies, as well as the prospect of tapping into the growing local market.
I don't know about you but I still have some lingering doubts over this possibility. I am now just crossing my fingers to see how far their efforts would take them in the outsourcing industry.
