One of the reasons for this is of course, the money. Most people in the US do not have medical insurance which could be a big burden financially when undergoing medical procedure. Though that is the case, medical tourism for these people would be the best option because they could undergo the needed procedure with less cost.
Based on the 2006 Hospital Trends in the Clinical Services Commentary, the top 10 patient care services which are outsourced includes the following:
Dialysis - 31%
Sleep Disorders - 24%
Diagnostic Imaging - 23%
Laboratory Services - 20%
Physical Therapy - 18%
Hospitalist - 17%
Specialty equipment - 17%
Rehabilitation Services - 14%
hospice Care - 13%
Wound Care - 13%

People today are trying to break the lines, nothing is the same anymore, not even the health insurance. The review results intrigue me, i expected laboratory services to have a top position, this means many of us prefer to avoid visiting our medic even though our health give us bad signals.
