The survey done by the Society for Information Management showed that only 3.3% of 2007 corporate IT budgets are given to the purposes of offshore outsourcing programs.
This survey points out that outsourcing is not really the cause of tech job less despite the popular notion that it is. In fact, the survey emphasized that nearly two-thirds of their correspondents are planning to maintain or increase their IT Staffing in the year 2007.

Also few of them are outsourcing to a very selective area hence outsourcing is not a serious threat to their tech jobs.

If President Obama wants to solve the jobless problem, he and our Congress need to wake up and mistrust the globalists and drastically change the trade laws. The economic recovery will not create good jobs. Why, because the huge global companies have outsourced the manufacturing to other countries (including a communist country called China). The Fed and the administration don't have much ammo left to fight the coming double and deeper dip -- courtesy of their failure to understand the prime cause of the Great Recession: global trade imbalances and their impact on the US industrial base. They have squandered the "Hope and Change" platform on which President Obama ran, as well as much of his personal popularity. Why is a "jobs summit" necessary at all this week? The answer is that they blew it -- and they still don't understand wealth and job creation. Wall Street and multinationals still control the nation's economic agenda, and spend-and-tax liberals the political agenda. The huge trade deficit and reckless banking practices have caused this Great Recession and still weight down the economy. Our manufacturing towns are ghost towns and the stores are filled with cheap slave labor produced junk from China. They send us contaminated toys, baby food, sheet rock, tires, steel (the list is in the thousands) etc. They are bought and sold by the lobbyists of the big international corporations who continue to sell foreign made junk to middle class Americans while ripping their livelihoods out from under them. These global companies have lied to us for two decades that strong countries don't have strong manufacturing bases. Listen closely! Every other country (except America) does not ship their jobs overseas. The globalists then tell our media and politicians that our country needs to be combined with (trade laws) every other country to become a global entity. Our leaders and media have been indoctrinated to believe this lie for so long, how many soup lines does there have be, before a little common sense seeps into our brainwashed leaders? Our free trade laws are not, I repeat not free trade. Oil imports and cheap consumer goods from China account for nearly the entire trade gap. Presidents Bush and Obama have ignored the fundamental causes of a rising trade deficit-China's subsidies for domestic oil consumption, which drive up global prices and the cost of U.S. oil imports, and China's purposeful manipulation of currency markets, which keeps the yuan undervalued against the dollar and subsidizes Chinese sales in U.S. markets. President Obama's policies to fight the recession will deliver an inadequate, temporary lift to the U.S. economy, and he has not offered meaningful policies to reduce the trade deficit. He fails to challenge China's subsidies for domestic petroleum consumption and to even acknowledge the threat to American prosperity posed by China's currency mercantilism. Industrial policies to promote exotic alternatives to conventional oil, conservation and battery powered cars will hardly dent oil imports for many years, and will create jobs numbering in the thousands, not the millions lost in the recession. Left to fester much longer, the trade deficit could cause an economic Armageddon reminiscent of the Great Depression. President Obama, afraid China won't buy U.S. debt, won't challenge China on currency and trade. That demonstrates how little Obama and Treasury Secretary Geithner understand about money and trade. If China doesn't buy our bonds, all those dollars Beijing purchases to keep its yuan cheap will get stashed in the vaults of the Peoples Bank of China and go out of circulation. China undervalues its currency to boost its U.S. sales, domestic employment and growth. Its economic miracle is engineered by Beijing buying hundreds of billions of U.S. dollars, with freshly printed yuan, to keep its currency undervalued and Chinese products inexpensive in U.S stores. Then China uses those dollars to buy U.S. Treasury securities. I reiterate America has no jobs because the global companies love money more than America (these companies need to decide if they are American or Chinese). If they leave their manufacturing facilities in China, laws need to be passed that they move their headquarters there too. Then they can live under communist law. America has no jobs because our free trade laws are a joke. America has no jobs because of our trade deficit. So who does our President invite to the job summit today for input and advice? The very same people who have been instrumental in the slow destruction of our country- the leaders of the global companies.
