Improve Talent Management in Outsourcing

There is no question that there are many available workers in outsourcing/offshoring destination. The question here is the quality of the applicants which are available in the said places.
Usually, the problem of developing these available talent pool lies on the shoulders of HR people. This article lays out some of the main objectives of the HR Department:
-Improve talent management.
-Address high staff turnover and absenteeism.
-Reduce HR service cost.
-Improve HR operations.
-Improve HR services supplier management.
From what I observed, "talent management" is very important in outsourcing because outsourcing vendors should find a way to meet the demands of clients even with the shortage in resources. Training and other specialized program would be a big help in making sure that these companies would meet their goals. Aside from that, the possibility for growth and development would be actualized for these trainees.
