The reason why there are many outsourcing and offshoring "hot spots" today is to accommodate the needs and demands of different companies who turn to outsourcing. For example, most companies prefer China as their outsourcing destination when it comes to manufacturing tasks because of their low labor costs. Some companies on the other hand could prefer Mexico as their outsourcing destination because for them, the rate that it offers is already low enough.
There are also locations who does not offer a low-cost service but instead offers "skilled workers" in their package. Israel for one is an example of this outsourcing destination.
Most of these outsourcing locations have different things to offer for companies. The choice on where to outsource depends mostly on companies and what do they want to get from an outsourcing "hot spot".
