Hesitations in Outsourcing
Having second thoughts in outsourcing is a normal thing because it is indeed a big decision for a company regardless of its size.

The article entitled Some Companies Hesitate to Outsource features two main reasons as to why some companies are still reluctant to outsource. These reasons are:

Trust Factor - companies are still not sure on what outsourcing provider they would deal with because they are still in doubt regarding its "trustworthiness".

Security Issues - Sharing vulnerable and important information to other people is still a main issue for companies because there is the possibility of data theft and other security issues.

The best way to ensure your decision in outsourcing is to be aware of the facts regarding it as well as the company's probable benefits from it. In this way, hesitation in outsourcing would be somehow be replaced by logical conclusions.
