European Countries Worry Over Outsourcing

In the recent survey done by Eurocom Worldwide and Simpson FTPR, 63% of the senior executives from Europe revealed that they expect improvement in the tech sector in the following months.
Though most of the respondents in the study expect improvement, most of them also reveal their worry in terms of the effects of outsourcing for the general technology sector. One of the reasons which was pointed out as the main cause of outsourcing is the skills shortage in the European sector.
If skills shortage in Europe would continue, the more likely most tech jobs are outsourced. Common outsourced functions in Europe includes the following:
Software Engineers
International Sales
Project Management
Local Sales People

I am an I.T. company director in the U.K. I have recently started to hear of British software engineers, (Ex-Colleagues) starting up in China to train and manage teams of local programmers. e.g. http://www.bit-simple.co.uk
I wonder if this is the start of a brain drain away from the US and EU towards Asia.
Will the presence of European managerial staff and technical experts increase industry confidence in these developing markets?

This kind of offshoring is not only happening in the IT sector alone. Many companies are setting up their plants in China, India or in countries of Latin America for cheaper labor.

China and Thailand are among the most preferred markets just because of the cheap laborers, but a cheap market is Eastern European countries.
