It is true that most firms consider outsourcing because it would be able to be the answer in the company's goal of cost-saving. Though it may seem that cost-saving is the primary factor in outsourcing, there are still other factors which drives companies to outsource.

Take for example the results of the research study done by EquaTerra which focused on HR Outsourcing. Here is an excerpt from the said research:

Companies choose HR outsourcing specialists on the strength of their computer systems rather than on their ability to comply with regulations or use foreign resources.

The research study shows that in this case, computer systems is the most important factor when choosing an outsourcing provider. I believe, that in this case, HR outsourcing is focused more on the quality of work output when outsourcing.
