China's Outsourcing Plan

It is no secret that China wants to invade the outsourcing sector by being a top outsourcing destination. In their five year growth plan, the nation plans to promote outsourcing in all levels.
Here are some of China's outsourcing goals included in its five-year growth plan:
a. building of service outsourcing bases in 10 cities
b. encourage 100 multinationals to outsource services to China
c. foster 1,000 large and medium-sized service outsourcing enterprises.
In line with these goals, the Chinese government recently alloted an estimate of 5 billion yuan in order to pursue the outsourcing plans for at least 5 cities in the country. These cities include Chengdu, Xi'an, Shanghai, Shenzhen and Dalian. By the year 2008, the government expects that their outsourcing market would reach the market value of 1 trillion dollars.

Sounds great to us - anyone have thoughts on how much of those outsourcing dollars will then be outsourced to smaller Asian markets such as Vietnam where costs are even lower?
