Ban on Education Outsourcing

One disgruntled party is the New York City Department of Education. The education department in New York hasa "virtually prohibited" US companies from outsourcing education tasks to outsourcing destinations like India. The argument presented in this case was that hiring foreign workers would be a big problem in background checking. On the other hand, companies contradicted this point stating that distant learning was done online and computers thus establishing no physical contact.
I think that the most important point here is to see if such practice would be prove to be an effective alternative in the education system . If such practice would prove to be effective then I see that there is no problem in education outsourcing.
